Technical Lead for Institutional Management (TLIM)

 

Indonesian International Education Foundation (IIEF) is seeking a TLIM for USAID TEMAN LPDP project. Project and Position Description

USAID TEMAN LPDP or USAID Technical and Management Support to Lembaga Pengelola Dana Pendidikan is a five-year project aiming to enhance the effectiveness of Indonesian scholarship providers using LPDP’s funding or other funding, to strengthen its capacity to manage scholarships, build university networks, and undertake sustainable system-level reforms of policies and practices. The goal of this project is to increase the number of Indonesian students receiving scholarships to U.S. non-degree and degree programs.

TLIM shall be responsible for identifying, developing, and jointly agreeing to any potential interventions that improve the management of Government of Indonesia’s scholarship providers, including the plan for institutional capacity-building activities. In addition, s/he must work to strengthen the existing university network and seek opportunities to increase the number of U.S. universities included in the Indonesian Scholarship Providers lists of accepted U.S. non-degree and non-degree programs that meet their criteria.

Principal Responsibilities

  • Plan, develop, and facilitate activities in strategic planning, human resources development, business re-engineering, and adaptive management practices to support organizational strengthening and capacity-building efforts of Indonesia scholarship providers.[1]
  • Design and facilitate training sessions to support the scholarship provider’s strategic direction and address identified organizational development needs.
  • Identify, develop, and facilitate talent development core capacity building training and workshops that will increase and expand their technical and leadership competencies and skills.
  • Transfer knowledge on institutional management, while developing a matrix milestone for institutional management to measure achievements in adopting and implementing the best practices from the institutional management activities.
  • Document findings of the study and prepare recommendations for implementation of new systems, procedures, or program changes.
  • Monitor and report on the progress of activities.
  • Use the context and approach of USAID’s Human Institutional Capacity Development (HICD) to develop the program strategy and activities for institutional management.
  • Support the development of SOP, Guidance, and other foundational documents for the institutional management, as needed.

Qualifications

  • A minimum master’s degree in related fields.
  • At least five years of relevant experience working with public institutional development.
  • Significant experience in providing technical assistance for administrative and operational reforms.
  • Proven problem-solving and analytical skills.
  • Ability to work effectively with people at all levels.
  • Familiarity with the Gender Equality, Disability and Social Inclusion (GEDSI) Principles would be an advantage.
  • Understanding the institutional framework for the Indonesian Human Resource legal system would be a major advantage.
  • Executive coaching certification would be preferred.
  • Strong communication skills, both interpersonal and written, in Bahasa and English.

The salary offer will be based on professional experiences and IIEF salary standard.
