Background
Inclusive education fulfills the right to education for all people, including children with special needs. In Indonesia, the Constitution guarantees and protects the right to education for children with special needs. Unfortunately, only a fraction of the necessary educators is trained for this role, despite the substantial demand for teachers from inclusive or special schools and regular schools that have expressed interest in becoming inclusive. This situation has led to a significant gap between the demand and supply of inclusive education services to students with disabilities, as evidenced by the following data:
- According to Indonesian National Education data, of the 23.3 million people with disabilities, 71 percent have a primary-level certificate, and only 43 percent and 32.2 percent have a junior and senior secondary certificate respectively.
- There are approximately 4,600 Special Education teachers. This is insufficient to meet the needs of more than 42,000 special and inclusive schools to serve almost 300,000 students with disabilities (according to Basic Education Data).
USAID Indonesia, through the USAID Technical Management Support for LPDP (USAID TEMAN LPDP), implemented by the Indonesia International Education Foundation (IIEF), will support the Ministry of Education, Culture, Research and Technology (MOECRT) in producing more competent inclusive education teachers. Selected teachers will join a micro-credential program in the U.S., helping them better integrate and support students with disabilities in schools, thereby increasing education access for Indonesian students with disabilities.
The “Master Trainers Scholarship Program for Teachers of Students with Disabilities” is a collaborative effort between USAID Indonesia and MOECRT. The Higher Education Financing Centre (BPPT) of MOECRT will manage the scholarship component. The Directorate General of Teachers and Education Personnel (GTK) and Directorate General of Basic and Secondary Education (PDM) of the MOECRT and the Australia-funded INOVASI program will develop networks and foundational skills.
To implement this program USAID TEMAN LPDP seeks an Indonesian Higher Education Institution (HEI) that has proven experience in providing training for disability and inclusivity and has a close relationship with Disabled Persons Organizations (DPO). The selected HEI will deliver the key components: (a) assessment and content development; (b) micro-credential scholarships; (c) master trainers’ network establishment; and (d) school empowerment.
Scope of Work
The selected HEI will provide the following services:
Preparation
- Conduct an assessment to identify the three focus areas for the micro-credential program
- Different types of diagnostic assessment and tools for students with special needs.
- Different types of teaching material for students with special needs.
- Build potential development for students with special needs.
- Conduct an outreach program to socialize the micro-credential program.
- Identify a U.S. university as a training provider.
- Develop curriculum and e-modules in consultation with the U.S. partner universities.
- Select 50 master teachers to join the micro-credential program in the U.S.
- Conduct a foundation program before departure to the U.S.
Implementation
- Coordinate and monitor the implementation of the micro-credential program in the U.S.
Follow up
- Design and monitor the implementation of the Training of Trainer (ToT); each master teacher is expected to train 20 teachers.
- Empower the master teachers for sustainability.
Target Participants
The selected participants will be trained as master teachers. The participants will be taken from different provinces in Indonesia, prioritizing provinces with the highest number of students with special needs.
Detailed Tasks
- Conduct a series of preparatory activities:
- Identify the target group for the program.
- Develop assessment tools/questionnaires to identify the focus and priorities for the micro-credential program.
- Identify a U.S. university as a training provider.
- Present and collect feedback from BPPT, TEMAN, and USAID.
- Present the assessment results to BPPT, PDM and GTK, TEMAN, and USAID.
- Conduct an outreach program to potential participants.
- Develop outreach plans.
- Implement the outreach program.
- Develop and implement a master trainer program:
- Develop curriculum and e-modules in consultation with the U.S. partner university.
- Select 50 master teachers to join the micro-credential program in the U.S.
- Conduct foundation program before departure to the U.S.
- Coordinate and monitor the micro-credential program implementation.
- Implementation Training of Trainer (ToT)
- Design and monitor the implementation of Training of Trainer (ToT); each master teacher is expected to train 20 teachers.
- Facilitate master trainers in developing the Training of Trainers (ToT) program, including creating content and material for the ToT.
- Empower the master teachers for sustainability.
- Advocate local government and the House of Representatives on inclusivity and budgeting.
- Recommend the master teachers to be assigned to Disability Service Unit (ULD) at the local level in diagnostic assessment/modules development/potential development for students with special needs.

Period of Performance
IIEF for the TEMAN LPDP Project will award the selected offeror under a Purchase Order (P.O.) service for 18 Months in Years 4 and 5.
Location of Work
The selected offeror will operate from its home office.

Qualifications
USAID TEMAN LPDP will select an offeror with the desired qualifications, including:
- Indonesian reputable university with legal status to implement the training program.
- More than five years’ experience in conducting the training program with MOECRT and ULD (Unit Layanan Disability/ Disability Services Unit)
- Have good facilities to handle the hybrid training program.
- Have many experts in inclusivity and disability areas.
- Have strong experience in research in disability and inclusion areas.
- Strong experience in conducting capacity-building programs for students with disabilities.
- Possess a deep understanding and knowledge of the current landscape and challenges of Inclusive Education from various perspectives.
- Actively engage with their proposed partner, Disabled Persons’ Organizations (DPOs).
- Experience in conducting internship programs for inclusive education students in specific areas and Inclusive Education KKN (community service study programs).
- Ongoing connection with U.S. universities or experience in implementing training programs with U.S. universities.
- Experience in working with USAID and other donor programs (preferably).

Proposals must include the following components:
- CV of all personnel involved
- Cover letter outlining experience, including response SOW deliverable
- Cost proposal with a complete team member who is responsible for the project
