Project and Position Description
The USAID Technical and Management Support to Lembaga Pengelola Dana Pendidikan (USAID TEMAN LPDP) Activity is a five-year project that aims to enhance the effectiveness of LPDP and strengthen its capacity to manage scholarships, build university networks, and undertake sustainable system-level reforms of policies and practices. The goal of this project is to increase the number of Indonesian students receiving LPDP scholarships to U.S. graduate programs.
The Technical Lead for Institutional Management must be responsible for identifying, developing, and jointly agreeing to any potential interventions that improve the management of LPDP, including the plan for institutional capacity building activities. Also, s/he must work to strengthen the existing university network and seek opportunities to increase the number of U.S. universities included in the LPDP list of accepted U.S. graduate programs which meet LPDP standards.
- Plan, develop, and coordinate comprehensive needs assessment aiming to provide assistance to LPDP and its stakeholders, beneficiaries and counterparts to identify areas for improvement and performance gaps, and provide programming recommendations;
- Strategize, plan and coordinate all the activities of knowledge transfer to LPDP team members, while develop a matrix milestone to measure LPDP’s achievements in adopting and implementing best practices from the activity;
- Strategize, plan and coordinate technical assistance efforts to LPDP to improve its overall grants management processes and build the experience and good stewardship of funds;
- Plan, develop and coordinate any efforts aiming to strengthen the existing university network and seek opportunities to increase the number of U.S. universities included in the LPDP list of accepted U.S. graduate programs which meet LPDP standards;
- Plan, develop and coordinate any efforts aiming at expanding LPDP’s strategic networks with U.S. universities and educational institutions, including facilitating links to build new partnerships with U.S. international education organizations such as NAFSA, Association of International Educators, etc.;
- Develop a plan to form enhanced alumni networks that are empowered to engage with LPDP, university and private sector and donor partners to contribute to the sustainable expansion of LPDP scholarships as well and contribute to larger development efforts;
- Document findings of study and prepare recommendations for implementation of new systems, procedures, or program changes;
- Monitor and report on progress of project objectives.
- A minimum of a bachelor’s degree or equivalent work experience is required;
- At least eight years of experience working with businesses or public institutions in Indonesia or other relevant locations;
- Significant experience in assessing and improving with businesses or public institutions in Indonesia or other relevant locations;
- Expertise in organizational management, institutional design, strategic planning, human resources management, business re-engineering, and change management practices;
- Ability to conduct assessments of institutional design and function, and functional analysis, to provide recommendations for rationalizing organizational structures in order to better achieve institutional objectives;
- Significant experience in developing materials and providing training to rationalize institutional structures, and/or providing technical assistance to carry out administrative and operational reforms;
- Understanding of the institutional framework for the Indonesian legal system would be a major advantage;
- Familiarity with the GESI Principles would also be an advantage;
- Strong communication skills, both interpersonal and written, to fulfill the technical responsibilities proposed;
- Strong English writing and speaking skills.
