Indonesian International Education Foundation (IIEF) hosted a seminar titled "Why Indonesia Should Invest in International Education" on Tuesday, February 14, 2012 in Dua Mutiara 2 room, JW Marriot, Kuningan, Jakarta.
The seminar was opened by Diana Kartika Jahja, The Director of IIEF by acknowledging the importance of how international experience of students can empower them to make a difference in the world they live. Additionally, a new program called “Program to Increase Indonesian Student Competitiveness” and a new logo of IIEF were also launched within the seminar. The keynote speech was delivered by Ir. Harris Iskandar, PhD the Secretary of The Directorate General of Higher Education who highlighted how Indonesia education regulation has supported international education for example through various scholarship programs from National Development Planning Agency (BAPPENAS) especially for graduate programs.The speakers who attended the seminar were Dr. Allan E.Goodman, Dipl. Ing. Shanti L.Poesposoetjipto, Ir. Yahya R. Hidayat, MSc., PhD and Ahmad Fuadi as the moderator.Mr. Fuadi shared unique facts that three out of six Indonesian presidents has studied overseas in part of their life. In addition, 50% of the current cabinet member were also overseas graduate. These facts have expressed interested questions; How do we define international education? What is international? And at the end to answer How Indonesia should invest in international education?Mrs. Poesposoetjipto illustrated her experience and opinions based on different principles regarding the importance of good quality of education to produce future leaders for Indonesia along with companies’ demand of being global, thinking like customer and being boundariless and managing virtually. Accordingly, global leaders should lead with their heads, heart and guts. This is applied not only for private sector companies but also public government sector who should improve their professionalism. There are programs from Indonesian Government to improve educational world in remote areas of Indonesia and foster the education development in developed areas, however it is also important to make the collaboration of private sector and community to support government programs in education.From private sector point of view, previous trends occurred that most Indonesian companies recruited overseas graduate students but now the trends has changed, local graduate students are very welcome to join multinational companies.Dr. Goodman highlighted the importance of the topic of seminar by sharing his experience when he had a Fullbright dinner dialogue with international students. Based on the discussion of the students, it is very interesting to learn how to manage the diversed culture, people and religions in Indonesia. Mobility has become widely applied not only from one country to another but also transferred education system through curriculum, courses etc.Therefore, Dr. Goodman described three main reasons why Indonesia should invest in international education; through international education we will gain mutual understanding, this is the first reason why Indonesia and USA should invest in international education. Secondly, how we can live with other people outside of classroom and understand the different culture of people along the world and eventually improve our empathy. Thirdly, what those overseas graduate can bring back to home to develop their community, environment, people and government.Mr. Hidayat, as the head of National Development Planning Agency (BAPPENAS), described the main task to enhance the capacity building of human resource in development especially Indonesian goverment apparatus. Previously, English capability has become the major obstacle for local Indonesian government apparatus to have not only international education but also studying in domestic universities. Therefore, currently, BAPPENAS has offered many scholarship programs for domestic and international scholarship programs for doctorate and graduate level. The main aim of the programs is to enhance the Indonesian government apparatus to become professional.Concerns regarding Indonesian returning overseas students arised from participants by looking the difficult adaptation situation in Indonesia. From private sector, education is important but pursuing PhD level for employee, is not a common. Therefore currently private public partnership is needed to involve the government as a provider for overseas study opportunity but also followed by the awareness of companies to conduct research experience for the companies development. In term of returning overseas government apparatus, previously, for any institution there are no obligation for their staff to do something after returning from their study. But currently, BAPPENAS have a new program for Indonesian bright scholars to apply their knowledge in Indonesia by providing institutional initiative called HDP (Human Development Plan) or re-entry program to ensure the institution have an exact career plan for the domestic and overseas scholars. This is also called brain gain by Dr. Goodman so that the returning scholars can share and apply their knowledge to their country.As a conclusion, being internationalized is significantly important to develop Indonesia. We need to prepare Indonesian students’ human resource to be competitive in the global arena and ensure the sustainability of competitive advantage.
